It has been recommended that criminal charges be laid against a corrupt former policeman who was at the centre of a Police Integrity Commission (PIC) inquiry.
The commission heard evidence that he was involved in extortion, theft, perverting the course of justice and the release of confidential police information.
The commission was told that in one case he tipped off a target of a child pornography raid in exchange for several thousand dollars.
The PIC has today recommended that criminal charges should be laid against him.
It also recommends charges be laid against seven other people.
Laycock was sacked in November last year.
The commission says it accepts that the extent of Laycock's corrupt activities could not have been anticipated, but it says that constant vigilance is needed to detect officers who are involved in corrupt activities.
